Position Summary

The Information and Knowledge Management Officer will be responsible for a variety of data management, protection, analysis, and dissemination tasks, supporting the teams’ efforts to strengthen Action Contre la Faim’s capacity to implement the Strategic Plan, to measure the impact of its multi-sectoral interventions against undernutrition, and to advance results-based performance and accountability across the organization. The incumbent will also have a unique opportunity to help translate data–through written narratives as well as graphs and visualizations–into compelling communications for a range of donor and partner audience, and organizationally contributes to the Middle East Regional Office information and knowledge management efforts. 
Under the direct supervision of the MEAL Head of Department, the IKM Officer will:

  • Develop information management system in line with the mission MEAL strategy:
  • Support the MEAL HoD in the design and implementation of a country-specific Information Management system to store, analyse, and disseminate information based on ACF needs (identified through initial Diagnosis), such as for Vulnerability Assessments and Case Management.
  • As relevant to the results of the IM Diagnosis, create computerized tools allowing faster M&E tracking and reporting and support the MEAL department in applying these new tools (also can apply for Programs to track project indicators).
  • Consider and implement new methods to improve database management at ACF Yemen, such as using online and offline databases to improve data management.
  • Implement the ACF Information Management strategy, and more specifically ensure the internal management of information, flows of information, Data Protection guidelines, and other operational requirements for the IM systems.
  • Work closely with the MEAL HoD to ensure consistency and inter-operability between different datasets and sources
  • Support the implementation of a document management system for archiving project data
  • Contribute to the IM plan for new projects, considering Best Practices in data management and ease-in use for the MEAL and Program teams
  • Ensure data collected is well-organized and easily usable, e.g. clear and easily disaggregated into sex/gender, other required disaggregation – considering how the MEAL and Programs teams will need to analyze and report the data.
  • Adapt the IM system(s) and strategy based on emerging needs and new programming requirements and indicators; and provide innovative ideas to ensure data collection and case management continues to be as efficient and smooth as possible

Support with Mobile Data Collection:

  • Code and thoroughly test assessment tools for MEAL and Program teams into Kobo, CommCare or other platform, following the mobile data collection process at ACF
  • Provide technical input for tool design in Kobo, CommCare or other platform, such as form logic, relevancies, constraints, scoring formulas, etc.
  • Upload all forms for data collection to the Kobo, CommCare or platform server
  • Review translations of data collection forms entirely, allowing the opportunity to review coherence in the questions, answers, skip logics, etc. and making final changes to the forms
  • Download data from the Kobo, CommCare or platform server, do data cleaning, and share (and archive) the final – clean and compiled – data set with MEAL and Program staff
  • Provide support for statistical analysis, visualization and reporting in line with the organization’s ICT policy:
  • As primary point of contact for all database functions, systematically manage, maintain and provide innovative ICT solutions using Excel, ODK, KOBO ToolBox, PowerBI, Adobe Illustrator, and ArcGIS Online;
  • Oversee day-to-day integrity of database and database procedures and provide guidance on the effective use of the databases.
  • Perform regular quality checks and verify accuracy of data with source documents for consistency; Analyze and report regularly on the quality and consistency of the data;
  • Develop and produce accurate and timely routine and special reports, and data retrievals for staff as and when required;
  • Craft compelling impact narratives utilizing graphics and visuals that bring monitoring data to life in new ways and for a range of audiences including current and potential donors, various teams across Action Contre la Faim departments and authorities;
  • Support the program teams in adhering to inter-agency processes and guidance pertaining to information management and data exchange;
  • Ensure robust Information Security procedures and principles pertaining to relevant data protection and confidentiality aspects (including appropriate data backups), in accordance with Action Contre la Faim IT standards and procedures;
  • Assist in advancing the evidence-based portfolio and wider organizational development through support for better organization and flow of project-related knowledge:
  • Assess knowledge management needs, develop strategies to meet those needs, identity and obtain required resources and ensure access by Action Contre la Faim staff and management, as well as internal and external stakeholders.
  • Ensure that knowledge and evidence are effectively gathered documented and disseminated.
  • Keep informed about Knowledge Management tools, trends and methods and leading knowledge transfer and exchange methods and practices through presentations, training materials, tips and best practices for collaboration, so as to continually improve the performance of this outcome area;
  • Contribute to the development and maintenance of web-based and local knowledge sharing platforms; Liaise with program to proactively identify opportunities for project documentation
  • Organize knowledge products including (but not limited to): guidelines, training materials, annual and quarterly reports, presentations, proposals, researches, organizational website, social media contents, etc. and ensure their accessibility and use across Action Contre la Faim;
  • Manage, maintain, improve and bring vibrancy, innovation, relevance and new ideas and information to the MEAL page of Action Contre la Faim Yemen mission on the No Hunger Forum; update the page on a regular basis and ensures reliability of data displayed there;
  • Promote knowledge sharing through operational processes by strengthening links between knowledge sharing and information systems, improving integration and facilitating information exchange across departments.
  • Maintain effective research of key platforms and other sources of information to ensure that relevant material is extracted and disseminated in a succinct form with members of  the program and technical teams;
  • Proactively contribute to mission learning and capitalization needs and work collaboratively with relevant team members to organize learning events including (but not limited to): assessments, researches, project-launching workshops, review meetings, etc.

Trouble Shooting and Capacity Building:

  • Provide technical troubleshooting support to staff as necessary, in a timely manner, about the IM system(s) and mobile data collection technologies, acting as the focal point.
  • Provide trainings on the IM system(s) to ACF staff, and follow-up with technical support to improve data quality and data management for MEAL and Program teams.
  • Build the capacity of program teams in terms of responsible data collection, entry, analysis, report writing, including data presentation and impact narrative development through on-going support and training. 

External Representation:

  • Upon request, represent Action Contre la Faim in cluster meetings or authority meetings related to MEAL;
  • Upon request, represent the organization towards communities, communicating about its mandate, eligibility criteria for projects, and humanitarian principles;
  • Information sharing, experience sharing with other NGOs working in the area on MEAL aspects of programming

Requirements & Skills:

  • University degree in computer science, information management, statistics, mathematics, or technical diploma in computer science
  • At least five years’ work experience, of which three years in emergency response information and knowledge management.
  • Good understanding of the program cycle, humanitarian charters, laws, standards principals, and crosscutting issues.
  • Demonstrated analytical skills and knowledge of research, information management and analysis processes.
  • Fluent in English (speaking, reading, and writing).
  • Experience in managing electronic data collection tools such as KoboToolBox and ODK, and coding form.
  • Experience with advanced statistical software such as SPSS, InVivo, Stata etc
  • Proficient in graphic design software and geographic information system.
  • Good knowledge of Power BI and SharePoint.
  • Excellent knowledge of Excel and Access (data manipulation and report generation) or any other database platform
  • Strong commitment to Action Contre la Faim’s charter and core values.
