Position Summary

Mission 1: Ensure the implementation of HR policies and regulations

  • Ensure the implementation of HR Internal Regulation including Code of Conduct, Convention on Social Benefits, ACF Charter, and PSEA policy in the base: they are understood and signed by the employees

Mission 2: Manage the HR team of the base

  • Day-to-day management of the HR team (guidance, follow-up, motivation)
  • Direct supervision of the HR Assistant and HR Archivist / Travel & Visa Assistant (when he is assigned HR tasks in support of the team)
  • Evaluating the performance and developing the skills of the team members
  • Building capacity of the team members
  • Participating in the Human Resources needs definition
  • Taking part in the recruitment
  • Organising and leading team meetings
  • Working out and monitoring individual action plans for team members (in case of need)
  • Managing planning operations, task sharing and coordination of work
  • Produce regular reports about HR activities in the base
  • Providing technical support
  • Participating in the training needs definition
  • Devising, organising and leading training sessions
  • Managing difficulties in the teams (involving the Field Coordinator or HR D. HoD if needed)

Mission 3: Supervise the HR administration and employees database

  • Anticipate and follow up the new contracts, extensions and amendments lists, probation periods in coordination with the managers and HR Coordination
  • Keep the HR database updated: contracts dates, leaves, overtime, advances, loans, deduction, allowances
  • Update the organizational chart
  • Prepare the monthly payroll information
  • Ensure all required documents for payroll are processed on time
  • Liaise with United insurance for the Medical and Life insurance lists
  • Ensure that the employees respect attendance and administrate the fingerprint system
  • Approve leave requests and casual workers forms
  • Ensure all HR files and communications are updated and archived in accordance with HR tool kit and as per legal and audit requirements

Mission 4: Participate in the national employees recruitment and training

  • Ensure the implementation of the recruitment policy in the base
  • Follow and supervise the steps of the recruitment process with the managers and the HR Assistant
  • Coordinate with the coordination throughout the recruitment process
  • Send the advertisement to YEMENHR
  • Participate in interviews as HR panel for T2 to M1 positions
  • Ensure references check for Aden base (esp. Managerial positions)
  • Review HR documents related to new employees: salary calculation, job offer, etc.
  • Update recruitment follow-up on weekly basis and share with coordination twice a month
  • Ensure HR induction/briefing for new employees
  • Follow up trainings with the other department (planning, organization, attendance lists, etc.)
  • Administrate the e-learning platform for the base

Mission 5: Participate in the office and guest house management

  • Participate in organizing meetings, trainings, workshops and others when required
  • Prepare PRs and Admin PRs for office and guesthouse supplies (principal Link user for HR Aden)
  • Follow the movements on the base and prepare the necessary in case of ACF staff visit from other bases or HQ
  • Ensure that ACF premises are clean in collaboration with the HR Assistant

Mission 6: External Affairs and Coordination

  • Support the Travel & Visa assistant when required and in collaboration with the Travel & Visa Senior Officer in coordination
  • Coordinate in collaboration with the authorities with Field Coordinator

Required Qualifications

  • Several years of experience in a HR role
  • Solid communication skills in English and Arabic, both written and verbal
  • Organizational, planning, mathematical, analytical and critical skills
  • Results-oriented and process-driven
  • Superior attention to detail
  • Computer skills: advanced command of Excel
  • Integrity, honesty, and overall good attitude and team spirit
  • Experience in an INGO and familiarity with the humanitarian principles
