Position Summary

DRC Yemen is looking for a highly experienced Program Coordinator – Anticipatory Action to provide project leadership for the implementation of the Anticipatory Humanitarian Action for Displacement (AHEAD) project in South Yemen. This is a four-year project, funded by the Dutch MFA, which will develop anticipatory action data models and approaches using local and global data for local-level analysis to help inform humanitarian actors’ decisions when deploying humanitarian assistance and to enable timelier, more dignified, efficient and sustainable assistance. 

Under the technical line management of the regional coordinator and global Chief of Party, the Yemen-based Anticipatory Action Coordinator will assume overall responsibility for the project Yemen and country-specific deliverables. The Anticipatory Action Coordinator will also coordinate closely with other country coordinators in the region implementing the same project.

Management and Coordination

  • Assume responsibility as the project focal point for all Anticipatory Action activities in the country, coordinating across country teams (and with those in the region) to ensure project delivery.
  • Contribute to technical working groups both internal and external, and participate in partner discussions and forums.

Implementation and Technical Support 

  • Lead on monthly program reviews for the grant (at country level) to ensure quality and timely program implementation according to work plans, targets, and with appropriate levels of spending throughout the project duration.
  • Develop and ensure project plans remain up to date. Maintain oversight of monthly progress against project indicators and ensure reported figures are accurate and in-line with workplans. 
  • In close collaboration with the Support Services Manager and Area Program Manager, ensure that procurement plans and accurate budget expenditure forecasts are continuously updated and reviewed to ensure timely delivery of project activities.
  • Coordinate across country sector teams to develop frameworks and policy-level discussions at local and national government levels to ensure Anticipatory Action planning is included in country preparedness. 
  • Work with the Regional and Global Leads on Anticipatory Action to develop programmatic guidance and policies on Anticipatory Action in response to conflict- and climate hazards.
  • Work with DRC’s broader Evidence, Knowledge and Learning team to ensure clear and relevant data and analysis for displacement forecasting models in Anticipatory Action.

Business development and Advocacy

  • Support with business development activities to expand the Anticipatory Action portfolio, coordinating the development of inputs to develop proposals and engage with prospective donors.
  • Contribute to external advocacy and representation of DRC in relation to Anticipatory Action. 
  • Work closely with the DRC’s advocacy coordinator on policy engagement related to expanding uptake of Anticipatory Action in humanitarian sector.

Reporting and Communication 

  • Establish and maintain clear lines of communication with all relevant internal and external stakeholders (with a strong focus on building relationships and understanding around Anticipatory Action with national and local authorities).
  • Ensure high-quality internal and donor programmatic reports are submitted in a timely manner.

About You

You are an effective project manager and enjoy coordinating across teams of committed staff to build collaboration and capacity within the South Area Office programmes team and building strong relationships with national stakeholders.

Required 

  • At least 5 years’ experience with humanitarian or development programming/projects in conflict-settings. 
  • Experience coordinating with national and local authorities, including coordinating working groups, trainings, workshops, etc.
  • Excellent negotiation and communication skills – verbal and written.
  • Demonstrated abilities in problem solving as well as taking a flexible and innovative approach to working.
  • High-level knowledge and practice with Word, Excel, Outlook, etc., as well as data analysis.
  • A strategic thinker who is able to collaboratively contribute to and convey a programmatic vision to the area team.
  • Highly motivated and hard working with strong attention to detail.

Desirable

  • Experience directly implementing Anticipatory Action projects or those related to climate resiliency.
  • Demonstrated ability to work independently as part of a team and to form close working relationships with colleagues from a diverse range of backgrounds.
  • Strong understanding of using, analytics in programming and response.
  • Experience with capacity building and coaching of other staff.

Education: 

  • Master’s degree in relevant field such as humanitarian action and development; or an additional 3 years of relevant work experience in lieu.

Language:

  • Fluent English and Arabic are required.
