Position Summary

Programme manager is to Lead the design, implementation, management, and coordination of the humanitarian response and resilience Program in assigned Program areas. This includes representation, coordination, Program management and advocacy as well as establishing Programs and office base for long term presence of Oxfam in the assigned Program areas.

An ideal candidate for the role will also be / have:

Essential

  • A dynamic and energic person with minimum of 3 years in similar role at a reputable organization.
  • First degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience.
  • Experience in maintaining and updating humanitarian analyses and development situations, using this information to inform interventions.
  • Experience working in first phase emergency response in a fragile context.
  • A proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the programme. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.
  • Demonstrated experience and skills in scaling up projects through innovative approaches to complex and challenging environments.
  • Proficiency in writing proposals and developing budgets.
  • Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
  • Proven experience as a team worker and demonstrably co-operative with members of other teams.
  • Knowledge and/or experience in coordination and representation to government officials, UN agencies and other NGO staff at field level as appropriate and at national level by delegation from Country Director and from the Humanitarian Country Team.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures, and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
  • Commitment to humanitarian principles and action.

Thinking and understanding:

Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs or communities in the following issues: livelihoods; water and sanitation; health / disability / gender and of how this may link to Oxfam’s objectives within the Program and in the region, as well as in the use of impact assessment to inform Program development choices.

  • Proven analytical skills and ability to think strategically for Program design and to implement the approach.
  • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam GB’s work.
  • Commitment to Oxfam values, objectives and vision.

  • High-level interpersonal and communications skills.
  • Fluency in spoken and written English.
  • Ability to influence and liaise effectively with key stakeholders.

At interview, shortlisted candidates will also be assessed on our values and organizational attributes, as outlined above.

Desirable:

  • Knowledge of Yemen context in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region – desirable. Arabic language skills will be a plus.
