Job Description

Position Summary
Technical
- To provide support and supervise Oxfam and Partner staff in implementing food security and livelihoods in line with Oxfam policies, procedures, guidelines, and standards according to approved project plans.
- To provide technical support and participate in building capacity Oxfam and Partner staff as identified and agreed with EFSVL Team Leaders to carry out their duties through on-the-job training.
- To ensure that Oxfam and Partners staff conduct effective community mobilization
- To lead and work with EFSVL & WASH teams in conducting stakeholders and community sensitizations, geographical targeting and beneficiary selection for all programme components
- To participate in the selection of villages and beneficiaries
- To provide support to staff in the application of participatory methodologies when conducting their work
- To ensure that EFSVL activities are integrated with WASH and strive for one programme approach.
- Understand and incorporate cross-cutting issues like gender, protection and DRR (Disaster Risk Reduction and Adaptation) into food security and livelihoods improving knowledge of staff, community structures, and beneficiary communities through trainings/awareness-raising activities.
- To participate and meaningfully contribute to programme team meetings.
- To participate in designing and carrying out food security and livelihoods needs and market assessments
- To participate in EFSVL program design/development
- Promote
Staff management
- Supervise and support EFSVL and Partner staff in day-to-day activity implementation
- To conduct staff performance management in liaison with Human Resources and EFSVL Team Leader
- Ensure staff have adequate and necessary logistical, human resources and IT support that facilitate their work
- Ensure staff are familiar with the code of conduct and uphold all Oxfam policies, taking disciplinary procedures to those who fail to adhere according to Oxfam guidelines
- Identify training needs for staff to improve their capacity and recommend to management and also assist them in accessing the Staff Development Fund (SDF) Scheme. Also participate in staff capacity building trainings conducted internally.
- Ensure staff respect time and manage staff punctuality and absenteeism issues
- Ensure effective communication horizontally and vertically through established communication lines
- Support and collaboratively work with local implementing partners to ensure effective partnerships to deliver on the program at the field level
Monitoring, evaluation and learning
- Develop and maintain an up to update beneficiary database for all food security and livelihoods activities. Ensure gender disaggregated data is always available.
- Work with MEAL team to ensure that quality monitoring data is timely collected submitted for analysis as planned
- Collect regular data from the field documenting lessons and best practices.
- Participate in EFSVL assessments conducted in the areas of operation
- To participate in needs assessments (PVCA/PRA) and research activities at filed level
- In collaboration with the project and MEAL team monitor the impact of our work on the people;
- Ensure that the complaints and feedback mechanisms are in place, the affected population have access to provide their feedback and complaints and the programme is accountable to the affected population through promoting their participation, providing them with information about programme activities and ensuring the beneficiary feedback is used effectively.
- Participate in any other MEAL activities as and when requested by line manager
Programme Stakeholders
- Be fully aware of all programme stakeholders and develop effective relationships with them
- Represent Oxfam co-ordination meetings with the government and other key stakeholders
- Create good working relationship with stakeholders in areas of operation
- Network with other INGOs and CSOs working in same Governorates and raise alarm in case of overlapping
- Regular contact and feed backing to stakeholders on programme activities and achievements
- Advocate for vulnerable communities at district and sub-district levels as necessary.
Reporting
- Compilation of quality situational reports received from Oxfam and Partner staff and timely submission to EFSVL Team Leader
- Be fully aware of programme indicators, results and targets and also ensure staff have increased knowledge through working with MEAL and EFSVL Team Leader
- Contribute to writing of assessment reports
- Together with MEAL team, present findings of assessments carried out to the Oxfam and Partner staff
- Contribute to preparation of any other reports as requested by Supervisor.
- Submit weekly project progress report using a project tracking matrix (Excel sheet) and a simple narrative
- Report on a daily basis to Technical Team Leader\Coordinator.
- Contribute to preparation of any other reports as requested by line manager.
What we are looking for
Essential
- First degree or equivalent in a relevant discipline (preferably sociology, agriculture, social studies, microenterprise development) or substantial community development experience.
- Demonstrated experience in implementing market -based emergency food security, livelihood project activities with unconditional Cash Transfers, Cash for Work, vouchers/cash grants, in-kind delivery modalities
- At least 4 years of experience in project management, implementation and supervision.
- Experience in staff management / supervision and working in a team
- Proven ability to work creatively, innovatively, using owns initiative with limited direct supervision as well as a working effectively as a team player.
- Proven assessment and analytical skills and the ability to produce written and verbal reports succinctly.
- Knowledge and experience of gender and protection mainstreaming.
- High level of interpersonal and communications skills.
- Experience in capacity building of staff and partners
- Proven experience in networking, influencing and negotiation skills
- Fluency in spoken and written English and Arabic language.
