Position Summary
The Role
To develop, deliver, and lead specific projects and standards of Oxfam Country Strategy with a focus on strengthening civil society leadership in civic space, influencing skills, and local humanitarian leadership (LHL) both internally and externally.
Key Roles and Responsibilities:
- Responsible for the implementation of Partner Investment Fund (PIF) project by Oxfam GB partners.
- Responsible for capturing learning out of implementation of flexible fund leaded by partners such as PIF and OUS.
- Lead on piloting CAPAS tools process across the country and capture learning and the team’s contribution to improving CAPAS under Oxfam GB mentorship from the regional team.
- Responsible for developing ToR to work with platforms and networks in thematic areas such as governance, peace-building, and advocacy.
- Co-lead with different groups/tasks assigned under the task force responsible for advancing LHL agenda in the country.
- Lead specific groups/tasks assigned under the task force focusing on improving our relationship with partners to move from transnational toward collaborative relationships.
- Support partnership lead in proposal development and donors’ reports.
- Lead on publishing research/policy paper in coordination with local partners across the country where applicable.
- Support the development of any capacity strengthening ToRs related to partners in institutional and programmatic areas.
- Mentor working with platforms and networks on lobbying, advocacy, and institutional capacity in close coordination with advocacy and campaign teams.
- Work with program managers to support partner-led response mechanisms by mentoring partners’ performance, working with the finance department to simplify compliance requirements to fit and reduce bureaucracy in our way of working with partners.
- Support emergency response led by Oxfam’s partners under pre-emergency framework agreement (PFA) and support simulation exercises for northern partners in preparation for signing PFA with new partners in the northern part of the country.
- Support the program team in including governance components into our planned capacity building as part of Oxfam’s resilience strategy, enhancing current local capacities, especially in the WASH sector.
- Support the partnership department to carry out validation workshops for partnership/LHL strategy in the country.
- Any other tasks proposed by the line manager in line with advancing LHL agenda in the country based on Oxfam Country Strategy/Partnership LHL strategy.
What we are looking for:
Essential
- Experience managing the performance of others and helping partners to develop, grow, and achieve their potential, including increasing diversity and inclusion in terms of partners.
- Demonstrable experience of delivering institutional capacity, governance, and communication work.
- Excellent project management skills with a track record of delivery.
- Excellent verbal and written communication skills, strong negotiating skills, and the ability to persuade, motivate, and influence internal and external stakeholders.
- Strong team-player with the ability to show leadership in complex and challenging environments.
Desirable
- Understanding/experience of local humanitarian leadership programming in Yemen context.
- Coaching or mentoring experience.
- Team and people management experience.
