Position Summary

Project Implementation

Management of mobile CCCM team:

  • Devise daily and weekly workplans for mobile team activities with the support of the CCCM Senior Officer.
  • Timely reporting of problems, challenges, and security/safety incidents or risks to the CCCM Senior Officer and security focal point.

Partner Coordination and Service Monitoring:

  • Liaise and coordinate with all humanitarian partners, stakeholders, and local authorities on a day-to-day basis.
  • Monitor service provision at the site level, including through observation and assessment.

Community Participation, Representation, and Community-Led Projects (CLPs)

  • Organize and chair regular meetings between community representatives, humanitarian agencies, and local authorities, ensuring that discussions are documented and actions tracked.
  • Collaborate with the CCCM team to establish inclusive community committees in the sites, ensuring representation and participation of women, youth, and marginalized groups from both IDPs and the host community.
  • Support the identification, planning, and execution of community-led projects (CLPs) for both IDP and host community members, fostering local ownership, and addressing needs identified through participatory consultations.
  • Organize training and capacity-building sessions for community members, focusing on technical skills, maintenance practices, and participatory governance.
  • Ensure that CLPs are implemented in accordance with humanitarian standards and cluster guidelines, prioritizing safety, inclusivity, and sustainability.

Communication with Communities and Accountability

  • Establish and oversee ACTED Communications with Communities (CwC) activities in the sites, including regular outreach and information campaigns.
  • Implement Complaints and Feedback Mechanisms (CFM/AFM) in each of the sites, ensuring proper data management, referral processes, and feedback delivery.
  • Ensure information is shared with partners, communities, and other stakeholders transparently and effectively.

Site Maintenance, Shelter, WASH, and Community-Led Projects (CLPs) Assessment and Planning

  • Conduct comprehensive needs assessments for shelter, water, sanitation, and infrastructure in IDP sites, in collaboration with CCCM teams, Shelter & WASH engineers, and community representatives.
  • Develop and implement suitable interventions for CLPs by consulting with IDPs and host community members, addressing their needs, and ensuring effective coordination with various stakeholders.
  • Prepare technical documentation, including drawings, specifications, and Bills of Quantities for site rehabilitation, installations, and community-led projects.

Implementation & Monitoring

  • Supervise project assistants, contractors, and/or daily labor teams during project activities, including installation, rehabilitation, and community-led projects, ensuring quality and timely implementation.
  • Complete and sign work Completion Certificates, verifying that works are completed according to specifications outlined in BoQs and contracts under the guidance of the CCCM Senior Officer.
  • Conduct regular monitoring of infrastructure conditions in the sites, reporting needs, and suggesting interventions for the CCCM Senior Officer.
  • Oversee and support the training of community committees and local stakeholders on maintenance, safety, and technical topics.

Logistics and Finance

  • Support the development of Bills of Quantities for works in coordination with the CCCM Senior Officer, DPM/PM, and logistics team.
  • Manage logistics tasks as needed, including stock reception, quotation collection, and facilitating movement plans.
  • Ensure Cash for Work payments and documentation follow ACTED’s procedures.

HR Management

  • Line management of CCCM Assistants, providing leadership, support, and delegating responsibilities.
  • Identify capacity-building needs and train staff in technical, project management, and communication areas as needed.
  • Transparency, Compliance, and Protection Mainstreaming
  • Ensure compliance with ACTED’s internal procedures and donor requirements.
  • Maintain accurate and organized records of project documentation, ensuring timely submission of reports to the CCCM Senior Officer.
  • Incorporate gender, protection, and GBV considerations into all activities, ensuring participation and representation of vulnerable groups in CCCM, Shelter, WASH, and CLP initiatives.

Other Duties

  • Perform any additional tasks as requested by the line manager.

Job Requirement (Qualification and Experience)

  • University degree in civil engineering.
  • At least 3 years of experience in CCCM, WASH, and shelter projects with NGOs.
  • Experience in community-led projects involving both IDPs and host communities.
  • Strong communication and external representation skills.
  • Proven ability to manage and motivate teams.
  • Excellent planning and multitasking skills.
  • Good computer literacy, including MS Office (Word and Excel) with the ability to deal with designed programs such as ( Auto CAD , structural analysis …..etc ) ,
  • Proficiency in English and Arabic (spoken and written).
  • Familiarity with multi-sectoral humanitarian response, including Protection, WASH, Shelter, and community development.
