Position Summary

Define the content, work with NWRA for water resources management, and supervise the construction rehabilitation of water and sanitation facilities.

Objective 1: Working with the National Water Resources Authority (NWRA) to Operationalize the Groundwater Monitoring Strategy:

Main Tasks:

  • – Participate in the development of a data monitoring and surveillance system to support an early warning system for water resources management, in alignment with the national water resources plan.
  • – Identify relevant data sources, both primary & secondary that can provide accurate & comprehensive hydrological data
  • – Evaluate the methodologies & techniques used in conducting these assessments to ensure their reliability & accuracy.
  • – Analyze & interpret hydrological data to identify trends & patterns, including seasonal variations & extreme weather events & to provide recommendations for hydrological studies.

Objective  2 : Collect information about the water sources, health facilities and sanitation facilities and the lists of beneficiaries up to date.

Main Tasks:

  • – Actively participate in the feasibility study of WASH needs, as well as the pre- and post-implementation technical assessments.
  • – Conduct regular water quality testing for ACF water points in health facilities and the community.
  • – Coordinate with the line manager to carry out WASH assessments.
  • – Participate in the formation and training of water committees.
  • – Input and update the beneficiary data for the water points, sanitation facilities, and other relevant components.

Objective 3: Construction/Rehabilitation of WaSH Facility Supervision.

Main Tasks:

  • – Supervise the construction/rehabilitation of water points, institutional and household latrines and others.
  • – Properly manage the casual labours at field.
  • – Carry out technical quality control of constructed facilities and and efficient material usage.
  • – Manage the advancement of the work within agreed timeframes
  • – Ensure work is completed as agreed within the contract.
  • – Prepare the Detailed Engineering Design, including all drawings, specifications and supporting calculations and documentation for the Project submitted by the Contractor.
  • – Coordinates, organizes, and directs the activities of project participants.
  • – Prepares supplies and equipment inventories; purchases materials as needed,
  • – Prepare the regular activities progress update reports on the construction and rehabilitation works in the field using monitoring formats on regular bases..

Objective 4: Represent the Organization when dealing with partners:

Main Tasks:

  • – Meet local stakeholders, keep them informed about the programme,
  • – Act as a link between the organization and the beneficiaries
  • – Liaise with the authorities, committees and other beneficiaries
  • – Maintain good relations between the team and the target population.
  • – Perform any other duties assigned by the WASH Program Management to advance ACF’s work

Qualifications Needed

  • Bachelor’s degree (BSc) in hydrogeology or, civil engineering with at least four years relevant professional experience in the WASH field preferably with international organizations

Required Skills:-

  • Experience in Water quality testing 
  • Database management WASH Rapid Assessment & Technical Sanitary assessment; 
  • Professional Designs using engineering programs,
  • Team management and activity planning, 
  • Ability to communicate with local people 
  • Flexibility 
  • Dynamism 
  • Good organizational qualities and communication skills
  • Good report writing and interpersonal skills 
  • Good knowledge of the intervention area 
  • Experience in Wash in Emergency & in health facilities, water schemes, development would be a distinct advantage
