Position Summary

ESSENTIAL DUTIES AND RESPONSABILITIES:

• Conduct rapid assessment to identify specific operational village and carry out food security need and Market assessments
• Lead the process of beneficiary selection as per the criteria set by the project in collaboration with local administrations’ and community representatives
• Lead the implementation of the project as per the timeframe, budget and resources set and implement the project within the specified parameters
• Actively participate in conducting the monitoring and evaluation (M&E) in collaboration with the M&E officer
• Actively engage in formation of local committees and community mobilization
• Facilitate and provide community trainings in collaboration with relevant line ministries
• Joint planning and provide capacity building activities with nutrition program manager
• Maximize the nutritional sensitivity of the project by working closely with nutrition program team.
• Provide capacity building and backstopping to field assistants/volunteers under your supervision
• Prepare and submit regular internal reports on all food security/livelihood activities and prepare external reports as per the donor format
• Implement seed and tools voucher and fair programs, beekeeping, livestock, high value fruit tree as early recovery means for food security and livelihoods
• Build capacity of beneficiaries of food security related activities, advice to back yard gardening beneficiaries and conduct scheduled regular visits to their farms
• Conduct market assessment and identify potential vendors for voucher fair program
• Participate in food security & livelihoods related assessment missions with other stakeholders in the area representing International Medical Corps
• Actively represent International Medical Corps in food security and livelihoods cluster and early recovery coordination meetings
• Capture lessons learnt from monitoring and evaluations, document success stories, and replicate successful projects and scale up.
• Understand the gaps in food security and come up with project idea, write concept notes and share with technical supervisor and base manager.
• If required, lead the process of national staff recruitment in close collaboration with Nutrition and Food Security, Human Resource and train the newly hired staff
• Work with M&E team to develop monitoring tool, sending weekly update to FSL Advisor, follow up closely and update the team if the situation in the ground is changing quickly
• Take part in the identification of sites and stakeholder mapping where work is to be carried out.
• Produce with the supplier the Quality and Quantity check at the end of each work to release payment using IMC’s internal tools
• Supervise contractors and engage with communities and ensure the best use of available resources.
• Formation community committee, Organize, plan, and supervise community participation,
• Take part in the technical follow-up with MAI team of activities and provide technical support to beneficiaries.
• Provide capacity building training to beneficiaries according to the requirement of activities and implementation methodologies.
• Carry out any related office work such as data entry requested by the Line Manager.

Supervisory role;

The FSL program officer will be responsible for supervision of four field assistants.

SKILLS & REQUIREMENTS:

1.  Veterinary degree with practical experience in NGO or BSc in Agriculture or other relevant field with four years of field experience or Bachelor’s Degree required in Agriculture or other relevant field, experience in food security, agriculture, and livelihoods, including experience in early recovery following natural disaster. Experience in assessment, program design and evaluation and technical training and support.
2. An up-to date understanding of food security, emergency response, early recovery, food security and livelihoods concepts.
3. Familiarity with design and programming processes of different donors
4. Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation.
5. Skills in technical proposal writing, designing and implementing food security programs
6. Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials from donor agencies, international organizations, and other foreign and domestic government officials and partners. 
7. Must have excellent English written and oral communication skills and the ability to work collaboratively with other departments within International Medical Corps, donors, non-governmental organizations, and the private sector.
8. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
9. Accountability is required to develop and achieve activities. 
10. Ability to work under tight schedule, in stressful/insecure environment
