Position Summary

Objective 1: Contribute to consultations on strategy and the positioning of the WASH Department

The WASH Program Manager is responsible for:

  • Systematic, and thorough analysis of the humanitarian situation in respect to WASH and of the context of intervention in his/her field of activity
  • Internal dissemination of collected information and analysis to Grants team, Field Coordinator and the WASH Head of Department
  • Participation in defining the WASH strategy at mission level
  • Ensuring that teams have a clear understanding of SPHERE & WHO standards
  • Participating, as and when necessary, in the development of the WASH section of the Emergency Preparedness and Response Plan (EPRP) in his/her area of intervention
  • Promoting transversal integration of the WASH sector with other sectors, in collaboration with the Field Coordinator
  • Accounting for cross-cutting issues associated with WASH interventions (Gender & protection issues, Disaster Management, Environment, etc.)

Objective 2: Identify needs and contribute to project formulation

The WASH Deputy Program Manager is responsible for:

  • Identifying humanitarian needs for WASH in his/her area of intervention including the submission of reports pertaining to such matters
  • Including, where appropriate, target populations and local actors in the identification of needs and in the modalities of the response
  • Participation in formulating WASH programs
  • Contributing to writing the WASH sections of project proposals

Objective 3: Ensure the implementation, monitoring and reporting of WASH projects

The WASH Deputy Program Manager is responsible for:

  • Implementation of the WASH program(s) in line with the logical framework of the program(s), the budget, and the logistical and administrative procedures of ACF
  • Ensuring the quality of the programs established in conformity with the technical and project management standards of ACF
  • Familiarizing him/herself thoroughly with his/her project(s), the issues at stake, the logical framework and indicators; retaining printed copies of donor contractual documents; and sharing project information with his/her teams
  • Identifying the technical constraints associated with project implementation and proposing innovative technical solutions in response to such constraints
  • Ensuring the implementation of technical recommendations concerning his/her project (given by  Head of Department)
  • Supervising his/her programs, by means of the Project Monitoring Tools (PMT) including APR, PPP, BFU, Work plan, Recruitment plan and field visits and monthly project review meetings
  • Ensuring the visibility of both the donor and ACF on the project sites
  • Timely preparation of the WASH components of external and internal reports relating to his/her projects
  • Identifying and implementing safety measures for both the teams and the wider population (construction sites, community-based work…)

Objective 4: Contribute to program quality and accountability processes and measure program impact

The WASH Deputy Program Manager is responsible for:

  • Taking part in the impact evaluation of his/her project (external evaluation)
  • Promoting and contributing to learning and program quality improvement (internal evaluation and joint visits)
  • Implementing complaint and feedback mechanisms promoting ethical and transparency principles, particularly in respect to beneficiary populations
  • Ensuring that a double KAP survey is implemented (baseline/final)

Objective 5: Participate in the coordination, representation, and partnerships of ACF in his/her area of intervention

The WASH Deputy Program Manager is responsible for:

  •  Coordination of activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration
  • Participation in visits by donors whenever requested by the Field Coordinator
  • Representing ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her area in collaboration with the Field Coordinator
  • Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc…)
  • Reinforcing the WASH capacities of partners.

Objective 6: Supervise and manage the team

The WASH Program Manager is responsible for

  • Determining team size and involve in recruitment of his/her team
  • Team management (leadership, monitoring, motivation)
  • Objective setting and performance appraisal of team members
  • Staff development of team members

Objective 7:  Contribute to capitalization and technical development in his/her sector

The WASH Program Manager is responsible for

  • Engaging in the Capitalization of program-related data and documentation of the innovations achieved
  • Dissemination of the technical and operational expertise acquired in the course of the program
  • Contributing to the upward transmission of data from the field to better inform ACF communications

Required Qualifications

  • Education: Bachelor Degree in Civil engineering “master degree is an advantage”
  • Work Experience: Three years of experience in WASH sector, preferable in the humanitarian field

Required Skills:

  • Good analytical and technical writing skills, organizational capacity,  communication ,flexibility and adaptability skills
  • Computer skills: Word, Excel, PowerPoint, AutoCAD, GIS is additional advantage
  • Language skills: Fluency in English and Arabic
  • Capacity to organize and supervise the work of the team, good human relations and diplomacy, training experience
  • Demonstrated  technical knowledge on WASH interventions, infra-structure, networks and Water quality, WASH in emergency
  • Capacity to establish and develop a network of professional contacts
  • Technical knowledge on technical need assessments, project formulation and overall supervision
  • Capacity to monitor projects, analyze a situation and propose solutions
  • Culturally sensitive, energetic, ability to lead Experience in WASH in Emergency & in health facilities, digging wells, water schemes.
